Committees and Boards

The Township of Oro-Medonte currently operates a total of six (6) committees; Development Services Committee, Accessibility Advisory Committee, Heritage Committee, Human Resources Committee, Property Standards Committee, and the Joint Compliance Audit Committee (established before October 1 of an election year, for the term of office of Council).

The mandate of the Development Services Committee is to:

  • review and make recommendations with respect to planning and development matters/applications.
  • advise with respect to planning policy.
  • give consents and grant minor variances.
  • conduct open houses, public meetings, or hearings as legislated under the Planning Act.

The Development Services Committee be composed of all seven (7) members of Council.

The Committee shall meet the first Wednesday of each month.  The meetings will commence at 5:30 p.m.

The Township has appointed a Joint Accessibility Advisory Committee which consists of the following participating municipalities: Adjala-Tosorontio, Midland, Oro-Medonte, Springwater, Tay, and the County of Simcoe. 

The Committee's mandate is to:

  • Provide input on the preparation of the multi-year accessibility plans for consideration by the respective municipal Council. The plans will address and include steps that each municipality has taken and plans to take with respect to the identification, removal, and prevention of barriers to persons with disabilities as required by legislation.
  • Advise on major accessibility issues related to the significant renovation, operation, purchase, or lease of buildings or structures or parts of buildings or structures used as municipal buildings with special attention to those that the public are encouraged to utilize through the review of site plans and drawings as described within the Planning Act. 
  • Advise on opportunities with respect to the identification and removal of barriers to persons with disabilities at facilities owned or operated by the municipalities. 
  • Identify any potential funding that could be available to assist with the removal of barriers of persons with disabilities. 
  • Research and report on specific matters referred to it by the municipal Councils.
  • Advise on opportunities to increase staff awareness with respect to the provision of municipal programs and services to persons with disabilities.
  • Advise on ways to improve opportunities for persons with disabilities with respect to programs and services offered by the municipalities.
  • Perform other functions that are specified in the regulations of the Acts.

The purpose of the Heritage Committee shall be to advise and assist Council and staff in matters related to cultural heritage resource conservation including public awareness of heritage, heritage planning and Ontario Heritage Act listings and designations located within the Township.

The Committee shall attempt to meeting once each month, except July and August. The meetings will generally commence at 5:30 p.m.

The mandate of the Human Resources Committee is:

  • The selection and recommendation to Council with respect to the appointment of the Chief Administrative Officer.
  • To review the Chief Administrative Officer's performance in relation to his/her annual objectives, and make recommendations to Council regarding salary adjustments, if applicable.
  • To review and submit the Chief Administrative Officer's recommendations to Council with respect to:
    • Compensation and performance management policies and programs for the Township of Oro-Medonte;
    • Annual adjustments to the salary rates, taking into account the latest market data;
    • Special compensation awards pursuant to the Township's performance management policies and programs;
    • Appointment of staff at the Director level;
    • Directors' performance in relation to their annual objectives, and salary adjustments, if applicable; and,
    • Succession planning for the Chief Administrative Officer and Senior Management Team of the Township
  • To review reports prepared by the Chief Administrative Office and Manager, Human Resources, Health & Safety, when appropriate, with respect to:
    • The annual status of the Township's Human Resources; and
    • The managing of specific Human Resources matters, such as performance issues, disciplinary actions, de-hires, etc.
  • To provide consultation to the Chief Administrative Officer with respect to negotiations of collective agreements, within Council's established parameters.
  • To monitor the employee health and safety and labour relations climate of the Township.

The Building Code Act, 1992, S.O. 1992, C.23, as amended, authorizes the Council of a municipality to pass a by-law prescribing standards for the maintenance and occupancy of property within the municipality and for prohibiting the occupancy or use of such property that does not conform to the standards; and for requiring property that does not conform with the standards to be repaired and maintained to conform with the standards or requiring the site to cleared of all buildings, structures, debris or refuse and left in a graded and levelled condition.  

The Property Standards Committee will be responsible for hearing appeals that are received by the Secretary of the Committee.  Meetings will be held at the Township Administration Building, 148 Line 7 South, Oro-Medonte.

The Joint Compliance Audit Committee is established before October 1 of an election year for the term of office of Council, being four years.

The County of Simcoe has formed a Joint Compliance Audit Committee (CAC) with local municipalities as required under the Municipal Elections Act. The participating municipalities in the Joint CAC are Adjala-Tosorontio,Bradford-West Gwillimbury, Clearview, Collingwood, Essa, Innisfil, Midland, NewTecumseth, Oro-Medonte, Penetanguishene, Ramara, Severn, Springwater, Tay,Tiny, Wasaga Beach, and the City of Orillia. The committee members were all appointed by by-law in each participating municipality.

The Joint Compliance Audit Committee is a public process and the Committee is responsible for reviewing compliance audit applications submitted by an elector who believes on reasonable grounds that a candidate or third party advertiser has contravened the provisions of the Municipal Elections Act relating to campaign or advertising finances.

The County of Simcoe Clerk will facilitate the compliance audit process. Within ten(10) days of the municipal clerk receiving the application, it will be provided to the Joint CAC members. All reasonable notice of meetings to the public, candidate or TPA, and applicant will be provided.
