Preliminary Study Area

In 2015, The Horseshoe Craighurst Corridor (HCC) Landowners Group Inc. (the “Landowners”)  and the Township of Oro-Medonte initiated the Water, Wastewater and Transportation Master Plan to identify a long-term servicing plan for the future development of the Craighurst and Horseshoe Valley settlement areas and adjacent lands (see map).

The study follows the Municipal Engineers Association (MEA) Class Environmental Assessment (EA) Master Planning process Approach #2. 

NOTICE OF COMPLETION OF MASTER PLAN (Comments regarding the Master Plan will be received until February 1, 2020) 

The Horseshoe Craighurst Corridor (HCC) Landowners Group Inc. (the “Landowners") and the Township of Oro-Medonte, as co-proponents, have completed a Water, Wastewater and Transportation Master Plan to identify a long-term servicing plan for future development of the Craighurst and Horseshoe Valley settlement areas.

The study followed the Municipal Engineers Association (MEA) Master Planning process Approach #2, as outlined in the MEA Class EA (October 2000, as amended October 2007, 2011 & 2015) document. The Master Plan carried out the requirements for Schedule A, A+ and B projects, and set the stage for future Schedule C projects. The study defined existing problems and opportunities, and considered and evaluated alternative solutions to ultimately identify the preferred water, wastewater and transportation servicing strategy.

Public Review Period
The Master Plan and Report Appendicies are available for review electronically, and at the Township of Oro-Medonte Municipal Office located at:

If you are interested in providing comments regarding the Master Plan, please provide written comments by February 1, 2020 to one of the following:

If concerns arise regarding Schedule B projects identified in the Master Plan, which cannot be resolved in discussion with the proponent, a person or party may request that the Minister of the Environment, Conservation and Parks (MECP) order a change in the project status and require a higher level of assessment under an Individual Environmental Assessment process (referred to as a Part II Order). Part II Orders cannot be submitted in respect of the Master Plan itself, but must be made in respect to individual Schedule B projects listed in this Notice. Reasons must be provided for the request. Requests must be submitted using a Part II Order Request Form provided by MECP (www.ontario.ca/page/class-environmental-assessments-part-ii-order). Copies of the Request Form must be sent to each of the following:​

If no requests are received by February 1, 2020, the Landowners and the Township of Oro-Medonte, plan to proceed to implementation of the Schedule A, A+ and B projects identified in the Master Plan.  Schedule C projects will require further study.

Comments and information regarding this project are being collected in accordance with the requirements of the Environmental Assessment Act. With the exception of personal information, all other information
