City of Orillia Municipal Comprehensive Review
In 2021, the City of Orillia had Hemson Consulting Ltd. present their Final Report on the Land Needs Assessment (LNA) for the City in order to implement the Growth Plan for the Greater Golden Horseshoe. This was one of three reports that were being completed by Hemson Consulting Ltd. as part of the City's Municipal Comprehensive Review (MCR) that is underway. The other two reports were the Intensification Strategy and the Employment Land Strategy.
A Municipal Comprehensive Review (MCR) is a long-range land use planning process. It is the technical process which the City will use to inform and update a new Official Plan and apply the policies of the Province's Growth Plan.
The City of Orillia is required to accommodate a growth forecast of 49,000 people and 26,000 employees by 2051. The LNA indicated that the City has insufficient land area to accommodate the amount of population and employment growth to the year 2051 within its current municipal boundaries.
The next stage for the City of Orillia is the completion of a Technical Land Evaluation for Settlement Boundary Expansion; that is currently underway and is being prepared by WSP Canada Inc. who were the consulting firm retained by the City. A Kick-Off Open House was held by the City on December 1, 2021 and the presentation can be found on the City's website. The recommended outcome from this Technical Land Evaluation study could have significant implications to the Township of Oro-Medonte and the Township of Severn as the City will be considering options for expansion that could lead to the annexation of lands from either Township.
